S.O. 4671(E).—In pursuance sub-clause (iv) of clause (b) of section 3 of the Drugs and Cosmetics Act, 1940 (23 of 1940), the Central Government hereby amends the notification of the Government of India, Ministry of Health and Family Welfare (Department of Health and Family Welfare) No. S.O. 5980(E), dated the 3rd December, 2018 published in PART II, Section 3, Sub-section (ii) of the Gazette of India,
Extraordinary, namely, In the said notification, for the words and figures “the 1st day of January, 2020” the words and figures “the 1st day of January, 2021” shall be substituted.

Non-Filers of GST returns cannot generate E-Way Bill
Non-Filers of GST returns cannot generate E-Way Bill from 21st June: CBIC
The Central Board of Indirect Taxes and Customs (CBIC) has notified that the persons who failed to file the GST returns properly will not be able to generate the E-way Bills from 21st June 2019.
The notification issued by the Board last day clarified that the restrictions imposed by Rule 138E i.e. restriction on furnishing of information in PART A of FORM GST EWB-01 as inserted vide notification 74/2018-CTR have been made effective w.e.f. 21.06.2019.
As per the said Rule, no E-way bills facility shall be available for a registered person who has not furnished his GST returns for the last two tax periods. The Jurisdictional Commissioner may allow or reject the E-way bill filing facility upon request of such registered person. However, in case any contradictory decision is provided by the Commissioner of State tax / Union territory tax, then such decision shall supersede the decision of Jurisdictional Commissioner.
Under the GST regime, persons having a turnover of Rupees Forty lakhs should be registered with the tax department and file returns regularly under the statute. The new tax regime also introduced a mechanism where the consignment of goods valuing more than rupees fifty thousand would not be possible without a valid E-Way Bill.

Forthcoming changes in e-Waybill system

1. Auto calculation of route distance based on PIN code for generation of EWB Now, E-waybill system is being enabled to auto calculate the route distance for movement of goods, based on the Postal PIN codes of source and destination locations. That is, the e-waybill system will calculate and display the actual distance between the supplier and recipient addresses. User is allowed to enter the actual distance as per his movement of goods. However, it will be limited to 10% more than the displayed distance for entry. That is, if the system has displayed the distance between Place A and B, based on the PIN codes, as 655 KMs, then the user can enter the actual distance up to 720KMs (655KMs + 65KMs). In case, the source PIN and destination PIN are same, the user can enter up to a maximum of 100KMs only. If the PIN entered is incorrect, the system would alert the user as INVALID PIN CODE. However, he can continue entering the distance. Further, these e-waybills having INVALID PIN codes are flagged for review by the department.
